Portions of the Hood River Railroad may be threatened by bank erosion and undercutting due to the turbulent and fast-flowing water. Irrigation canals and headworks adjacent to the river and tributaries may be inundated with floodwater and debris. * ADDITIONAL DETAILS... - At 9:35 AM PST Thursday the stage was 8.7 feet. - Bankfull stage is 12.0 feet. - Forecast...The river will rise above flood stage late this evening and crest around 15.7 feet late tonight. In Oregon: Benton, Clackamas, Clatsop, Columbia, Hood River, Lane, Linn, Lincoln, Marion, Multnomah, Polk, Tillamook, Washington, and Yamhill. In Washington: Clark, Cowlitz, Pacific, Skamania, and Wahkiakum. * WHEN...Through Saturday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Storm drains and ditches may become clogged with debris. Area creeks and streams are running high and could flood with more heavy rain. Landslides and debris flows are possible during this flood event. People, structures, and roads located below steep slopes, in canyons, and near the mouths of canyons may be at serious risk from rapidly moving landslides. * ADDITIONAL DETAILS... - An atmospheric river is forecast to bring periods of heavy rain to northwestern Oregon and southwestern Washington today. This system occurs at a time when area rivers continue to run high and soils remain saturated following heavy rain earlier in the month. During initial heavy rainfall today, the urban and small stream flooding threat will be most urgent, although the details of precise timing and location of the highest risk remains uncertain at this time. As runoff works its way downstream, the river flooding threat will increase tonight into Friday, with numerous area rivers now forecast to reach at least Minor flood stage. ESFMFR An atmospheric river arrives tonight and persists through Friday, bringing a round of moderate to heavy rainfall. Rain amounts of 2 to 4 inches are expected, with the highest amounts likely in Curry County. This is a slight decrease in rainfall amounts as the focus of the atmospheric river lingers a bit longer to our north before arriving in Douglas County and farther south. Despite the slightly reduced rainfall expected, small streams and creeks are still likely to run high and could result in nuisance flooding along with ponding of water on roadways during periods of heavy rain. Significant rises on mainstem rivers are expected, but the overall concern for widespread river flooding is low at this time due to antecedent dry conditions and minimal snowpack. We will be monitoring rivers in the Coquille and Umpqua Basins for flooding potential. This product will be updated as necessary. Watches and warnings may be issued by the National Weather Service if this situation worsens. |
